The ideal candidate is a self-starter with prior work in contract management and budgeting, has strong attention to detail, interpersonal, and critical thinking skills, and can work autonomously.  This person is a confident, yet approachable team player who is willing and able to “get in the trenches and roll up their sleeves” to execute on deliverables.

Reporting directly to the Contracts Director, you’ll be responsible for negotiating, monitoring, and maintaining compliance with the administrative and programmatic requirements of assigned Network Service Providers (“NSP” or “contracts” or “subcontracts”), invoice verification, technical support and training, fostering positive working relationships with assigned NSPs, collaborating with other departments to facilitate shared goal achievement and NSP contract compliance, and promoting the agency’s mission and vision.  Position serves as agency’s NSP Affairs Ombudsman as first point of contact for questions, concerns, and disputes.

Required Education/Experience

  • Bachelor’s degree in a related field (master’s degree preferred).  In lieu of degree, five (5) or more years of relevant experience may suffice.
  • Minimum of one (1) year of experience managing contracts, or a combination of education and experience.
  • Experience working in non-profit behavioral health environment a plus.

Essential Job Functions

  • Contract Management – Facilitate all tasks related to contract management to include procurement, negotiation, management, amendment, and close-out of assigned subcontracts.
  • Invoice Verification – Process and verify NSP invoices, to include monitoring/tracking and projection of spending utilization. Ensure invoices are submitted timely and accurately.
  • Contract Compliance and Performance – Ensure contract deliverables are achieved according to contractual requirements. Track required reports and corrective action plans (CAP).
  • Provider Relations – Prepare for subcontractor meetings.  Provide technical assistance and education to NSPs as needed.  Develop and deliver NSP training.
  • Contract Monitoring – Conduct subcontractor monitoring per company policy.  Assist monitoring team during onsite and/or desk review monitoring of NSPs, prepare monitoring tools, review service validation CAPs, and follow up on CAPs.
  • Emergency Preparedness – Perform assigned duties, which may include deployment during a disaster.  Monitor hurricanes during hurricane season and ensure NSPs have activated their Emergency Preparedness Plans (EPP) when applicable.

Required Knowledge, Skills & Abilities

  • Exceptional skills in contract/subcontract procurement, negotiations, and management
  • Exceptional skills in invoice verification and monitoring/tracking and projecting of spending utilization
  • Strong critical thinking skills; independently and effectively analyze, interpret, evaluate, problem-solve, draw conclusions, and make decisions
  • Strong knowledge of Microsoft Office suite, specifically Excel
  • Exceptional interpersonal skills; strong oral communication and business writing skills
  • In-depth understanding of funder and subcontractor services, client data, and billing processes
  • Advanced ability to manage multiple tasks and prioritize to meet deadlines
  • Maintain current knowledge of applicable laws, rules, regulations, or policies, including F.A.C. 65E-14
  • Excellent attention to detail and organizational skills
  • Ability to represent CFCHS well at funder, NSP, and community venues; ability to travel as position requires
