Reporting directly to the Chief Financial Officer (CFO), you’ll be responsible for developing and enhancing the agency’s analytic capabilities to meet strategic needs and enhance performance outcomes, performing fiscal monitoring and follow-up actions related to outcomes, performing data analysis, preparing and disseminating reports, performing general accounting functions, and assisting with independent audits and reviews by the Florida Department of Children and Families (DCF).
Required Education/Experience
- Bachelor’s degree in Accounting or Finance.
- Minimum of 8 years’ prior experience in a similar role (preferably 10 to 15 years) with extensive financial planning and analysis in business units, financial audits, or similar experience.
- Minimum of 6 years’ experience performing full cycle accounting activities.
- Experience performing financial analysis (experience working as an auditor a plus).
- Extensive knowledge of Excel, PowerPoint, and other MS Office products (MS Access experience highly preferred).
- Experience using Windows-based accounting software (government fund accounting software experience preferred).
- Experience working in Fund Accounting and applying Generally Accepted Accounting Principles (GAAP) preferred.
- Experience working in non-profit or government healthcare industry preferred.
Essential Job Functions
- Financial & Data Analytics – Develop and enhance CFCHS’ analytic capabilities to meet strategic needs, enhance performance outcomes, and provide analysis and reports to inform decisions made by CFCHS’ Board, departments, and stakeholders.
- Invoice Verification – Oversee and review Data vs. Billing Report to ensure Subcontractor (contracted service provider) data correlates with billed services.
- Calculate costs to be allocated to various funders or DCF’s Other Cost Accumulators (OCAs).
- Subcontractor Monitoring – Lead and conduct fiscal monitoring of Subcontractors, prepare and follow up on monitoring reports and corrective actions. Maintain and update monitoring tools and reports. Prepare presentations for monitoring and analyses performed.
- Facilitate all tasks related to contract management rates analysis, including procurement calculation, and Subcontractor wage analysis by program.
- Process budget amendments in contract and finance systems.
- Prepare and disseminate regular reports as required by each funding contract and/or internal deadlines.
- Prepare and send monthly invoices to funding sources and ensure accuracy of Accounts Receivable (AR) balances.
- Complete rate analysis for all Subcontractors on an annual and quarterly basis to ensure reimbursement rates are within market and allowable limits.
- Annual Review of Subcontractor Audits – Review Subcontractors’ audit reports for financial viability of risk for contracted services.
- Prepare reports for Management, including developing Management Discussion & Analysis (MD&A).
- Maintain cash flow actual and forecast analysis and report.
- Collaborate with CFO on developing budgets.
- Track and complete related funder required Incorporated Documents and reports as assigned.
- Create and schedule reports to balance funding in finance systems and update post-award notices.
- Gather, compile, and report on risk assessment data for Subcontractors based on financial ratios within DCF guidelines and balance sheet values on a quarterly and annual basis.
- Assist with annual external audit, COU audit, and DCF desk reviews as required, and preparing assigned schedules.
- Conduct internal monitoring of CFCHS using applicable tools.
- Serve as backup for general accounting functions: Payroll and retirement plan funding (generate, post, and related reconciliations); Accounts Payable (AP) and Accounts Receivable (AR); Journal entries and general ledger (GL) account reconciliations; and other general accounting functions as assigned.
- Conduct research and prepare presentations on federal requirements (Office of Management and Budget (OMB) circulars, Block Grant, etc.).
- Create and improve internal financial controls and guidance materials for the organization.
- Support CFO with special projects as assigned. Serve as backup to CFO.
- Provide accounting and reporting technical assistance and education to Subcontractors as needed.
- Emergency Preparedness – Perform assigned duties, which may include deployment during a disaster.

Required Knowledge, Skills & Abilities
- Expert MS Office products user, specifically Excel; expertise with PivotTables, Macros, and Access
- Working and applied knowledge of GAAP and general rules and principles related to fiscal activities
- Strong critical thinking skills; independently and effectively analyze, interpret, evaluate, problem-solve, draw conclusions, and make decisions
- Creatively analyze large amounts of data, developing clear conclusions and recommendations
- Knowledge of MIP/Sage/Abila or other fund-accounting software
- Superior attention to detail and accuracy; excellent organizational skills
- Strong time management skills; ability to manage multiple tasks and prioritize to meet deadlines
- Ability to adapt and grasp new concepts, tools, and skills quickly and efficiently; ability to work autonomously
- Excellent listening, oral communication, and business writing skills
- Ability to represent CFCHS well at funder, Subcontractor, and community venues; ability to travel as position requires
- Enjoys working with data and performing data analytics
